Prohibition in Prince Edward Island: Why PEI Stayed Dry for Nearly 50 Years

If you are looking for unique Prince Edward Island history, here is one that usually catches people off guard.

There was a time when alcohol was completely banned across much of Canada. Most provinces enforced prohibition from 1916 to 1921, but Prince Edward Island took things much further.

PEI introduced prohibition in 1901 and did not repeal it until 1948.  That is nearly 50 years.

Why did Prince Edward Island ban alcohol?

The goal behind prohibition in Prince Edward Island was to:

  • Reduce alcohol consumption
  • Improve public behaviour
  • Promote stronger moral values

To achieve this, the government made it illegal to:

  • Manufacture alcohol
  • Sell alcohol
  • Possess alcohol

This made PEI one of the strictest places in Canada during the prohibition era.

Did prohibition actually work?

Not exactly.

Like many places during prohibition in Canada, people found ways around the rules.

Across PEI, residents adapted quickly:

  • Bootlegging became common
  • Alcohol was smuggled onto the Island by boat
  • Illegal production took place in hidden locations

These activities made enforcement difficult and even contributed to the rise of organized crime on the Island.

This part of PEI history shows just how resourceful Islanders have always been.

When did prohibition end on PEI?

After decades of prohibition, Islanders were finally given a say.

In 1948, a plebiscite was held, and the majority voted to end prohibition in Prince Edward Island.  However, alcohol was not immediately available without restrictions.

What replaced prohibition on Prince Edward Island?

After prohibition ended, the Temperance Act was introduced.

This system still controlled alcohol through:

  • Purchase permits for residents
  • Special permits for visitors
  • Limited quantities and regulated sales

Over time, these restrictions gradually loosened:

  • Beer and wine were allowed in licensed establishments
  • In 1954, Islanders voted to allow the sale of spirits
  • In 1960, limits on quantities were removed
  • In 1967, permit requirements were eliminated

This marked the transition to modern alcohol regulations on Prince Edward Island.

A unique chapter in PEI history

The prohibition era in Prince Edward Island is one of the Island’s most interesting contradictions.

It was a place focused on strong moral values, yet one where people quietly found ways to work around the rules.

Today, it remains one of the most fascinating stories in Prince Edward Island history, and one that visitors often do not expect to hear.
